National Archives description: "1,000-lb. gas bombs are dropped on a ship off Panama to test the effects on exposed personnel. A bomb exploded at water level creates an ineffective mushroom. An air-burst fuse causes an effective gas cloud. Goats are placed aboard the ship. Eleven B-24s drop bombs that cover the target with gas clouds. All unprotected goats are killed.
